OFP AI is too dumb for a SP GTA-like mission/campaign (+ massive slowdown) but if you still want to see how it would look like you can download the "Vice City Mini-Mod" (Google for it - I can't paste links yet). Your best bet is to simply port Nogville or Nogova Crimes missions over to other islands (preferably those with cool cities, e.g. Star Light Island, New Ocean Island, Casurina Island, Polska Island, ect.) and edit the layout or add more stuff.
