Server difficulty setting does not work on dedicated server

Server difficulty setting file *.Arma3Profile stoped work after last update on my dedicated server. So 3rd view is always enabled and values in current do not have any effect. I tried this tutorial http://forums.bistudio.com/showthread.php?147537-Tutorial-How-to-run-ArmA3-on-a-dedicated-server . But when I ran the server it did not created Administrator.Arma3Profile It only created Arma3.cfg.
