ACE : windage adjustment without wind measuring device ? ( Kestrel 4500 ) (newbie)

Hi,

I'm back to Arma2 after a big while, having flawlessly installed ACE mods through Six Updater/Launcher

I've download a few sniper missions and, in most of them, the Kestrel 4500 wind measuring device is not available

please, did I miss anything?

, as I don't get why, otherwise, in a simulated sniper mission, wind should be only estimated,
