Swapping weapons

When I go into the gear of a vehicle, I am unable to drag a primary weapon into an empty slot. I can remove and replace my secondary though.

How do I do this?

There are three weapon slots. Rifle (top), launcher (middle), and pistol (bottom). You can't have two rifles.

You can carry two rifles if you put one into a large backpack. I do it all the time. I like to start off with a scope-less standard issue type of rifle, and then switch on the fly to a sniper-type of rifle when needed. I do this with a custom loadout. So far I haven't been able to load a rifle (or anything for that matter) into a backpack while in-game. Not even when using a custom script like VAS.

Anyway, the opening post is a bit vague. But maybe a custom loadout or a loadout script is what you are looking for.
