High fps in singleplayer low fps in multiplayer

Well i have seen alot off people that have same issue. but mine is that no matter what i do to my Ingame settings i dont get anyhigher fps. I get around 18-25 fps and almost the same whit every thing turn Down. My specs are I7 860 2.8 GHz Gigabyte gtx 660 ( 2 GB) 8 GB kingston ram DDR3. I just dont know why i cant get any extra fps. Hopefully someone Can tell me why.
