A way to make a floating chain of command (high command and quick command)

I know in the bi mission you could vote for commander and give up command etc..

I'm looking for 2 things. A way to have command follow a chain of command in the event that commander dies. Right now commander dies and so does high command. So I want to set up a chain of command so that second in command inherits command. At least within the same group if not next highest rank.

Second way is to have high command go to "player" when trigger activated. For example, every time I call "radio alpha" whichever body I currently occupy becomes command. That way if death of commander happens, OR, maybe I have a unit in a better position to command, then I can team switch, call trigger, and make my current body the leader.

Third, is on squad level. Not high command. I like team switching alot. however, If i am squad leader and i sneak up near some enemy, then team switch to another unit, my squad leader decides he wants to stand up in front of enemy or he changes orders and turns my "hold fire" command into "open fire". Sometimes there is just no way around team switching when AI doesn't go where you want them to, etc. So anytime you want stealth activity you need to leave the squad leader in the previous town. Anytime he sees enemy, all hell breaks loose. So I'm wondering if i can set up a squad chain of command. I want to make it so that no matter which member of my squad that I occupy has ability to command.

For those who think thats good. I think of it as this: I am the squad leader, I team switch just to use another units skill or position or AI problems, Even though im in the body of a team member, my real unit is the squad leader. And the squad leader would still be giving commands. So rather than the low ranking private I now occupy, I can give orders on behalf of my Squad leader. Basically as if command concsiousness is seperate from the unit I occupy.
