Arma 2 CO Server with STEAM but in dedicated PC

Hello,

i use google and for days i am seaching how to fix this problem.

I buy Arma CO in STEAM, and i want build a server for LAN play in my home, i have 2008Rc2 server, but i dont want install STEAM in the server, for install arma, and the another problem, is, i cant buy 2 times ARMA in steam for have 1 in the server and another in my pc were i play.

I dont know if is legal, but if i buy arma II CO can i have 2 copies, 1 for the server and another for my computer were i play?

and, how i can install the Arma in the server with out DVD´s, all know, if u buy the game in STEAM, steam no give to you DVD´s.

yes i read that, i copy my arma From SteamFOLDER and try to do that of register. but still not working very fine, some Maps, wen i crate like CTI-warfares. say "tying to load bank", and i seach and wen say that is for the ARMA have mising MODS, that is no true, first the map no need mods, and second, i can Create that map in my pc, and the server have same copy.
