need tutorial for a remplacement pack

hi, i want to make a remplacement pack for weapons ( and maybe units ), i've tried to open .pbo's with PBOview but i always get a config.cpp writen with ... uuh ... retarded characters (ù, $, £ etc etc ... ).

so i want to know if some here can help me by showing how to make a Config.cpp FROM SCRATCH for a remplacement pack.
