There were custom made terrains in OFP. There were also custom made terrains in ArmA, and there are in ArmA2 and OA. So why there shouldn't be that option in ArmA3?

They already did that in OFP, ArmA and ArmA2. Long before there was even a thought about Skyrim. Visitor for OFP even was only available in Czech language because it was the same tool BIS used to create the OFP terrains. It's no different now, just that the "personal tools" have some options removed.
