As such, it was hacked. There was a big hack into Steam some time ago. You might have fell victim to that. I heard that these happen from time to time, Steam is a big target and sometimes, somebody gets into it's servers. You were just unlucky. Despite this, Steam is a good distribution platform. AIII should be there, especially since AII and others are. Not that it matters much for me, I'll get a box edition when it appears in Poland. I prefer it that way for ArmA (and I don't like PDF manuals, as not all games like alt-tabbing and a paperback manual is priceless in such complex game).
