Creating GUI/interface Tool?

im just wondering, im trying to learn every thing about editing, so im wondering how you you created interface with push button functions i.e with the ace mods DAGR GPS device. what tools are used to make tht model, i know photoshop for one but how do you get it to change text on the screens and push the function buttons, do you use some thing like matlab?

my idea im working on is a would like to creat a interface for a CCTV monitor with a power button, pan and tilt buttons, zoom buttons, NV/IR switches
