Can you set a flag's position?

What I want to do, for example, is set a flag on a flagpole to fly at half mass. Does anyone know if there's a command to set the flag's position? or if you can't, any ideas on how to work around not being able to?

I had an idea to have a flagpole w/o a flag, which would stay in the same position, and a flagpole with a flag on it offset on the z-axis so it would appear that the flag was at half mass, however, it doesn't look very nice b/c then you have a pulley sticking out of the flagpole halfway up and the strings continue down through the earth.

You could perhaps have the smaller kind of flagpole inside the bigger one.
