Arma 2: Reinforcements......New game or not?

I wanted to know if Arma 2: Reinforcements is a new game or just the DLC on disc?

I wanted to know for new content purposes.

It is Private Military Company and the BAF both together on one disk.-

Because some people cant, or want to download it. It kinda defeats the purpose of 'DLC' though. :p

The purpose is so that when my computer dies I can install the game(s) again.
