Corrupted menu in OA but not Arma 2 (base), What gives?

I installed Arma 2, and OA on my second PC (through steam), and after installing Arma 2, I ran it and it worked fine. Then I installed OA but its graphics are all corrupted. The first BIS logo is fine, but then garble. Following is a screen shot of what I see. Is this some kind of copyright thing that failed or what? How do I fix/troubleshoot it? thanks for any help.
