I'm having the same issue, after dying/loading any campaign mission either in dev or stable build the message "You cannot play/edit this mission; it is dependent on downloadable content that has been deleted." appeared. But only after loading from manual savepoints or death, if you finished the mission you can continue without issues. Only way for me to continue the campaign with freedom to die as i see fit (ahem...) was to turn cba off. It doesn't matter if stable/dev, or if i run it with or without any additional mods, both tested. To recreate i had to turn cba back on, and wait for a auto save point in the mission, or simply die. Then load the mission again via the 'resume' button. 'Load' in case of death. If i just started the whole campaign anew, the issue was gone. Until the next autosave or death. Tested with mission 1 of the survival campaign (but i first encountered it on a much later mission, re-installed since i thought that would solve it). One strange thing was that i couldnt recreate the problem BEFORE the first small fight in the woods, but to my knowledge there's just one autosave point before that. Since this is my first post i cant post screenies so here's an excerpt of the list of files missing according to the popup. I could also force the link to my photobucket, but i dont want to risk going against forum rules and whatnot so i hope it's ok if i dont include all the files. There's about 50 of them.
