Civillian Interaction Not Working in ACE

Hey, I've been trying to use civilian interaction, but it hasn't been working. I've placed myself down in the editor as a US Army Rifleman, and placed down a civilian. I preview the mission, and try to use civilian interaction with my scroll wheel and Ace Interaction Key, but no options show up. How can I fix this?
