Arma 2 Arma 2 operation arrow head or arma 2 combined operations will not start.

So i have tried a couple things and nothing works. It crashes when ever i try to start it. I am currently running steam as an administrator. The only way the games will start is if i go to there folders and run them as admin from there. What am i doing wrong?
