How to stop banned players join spam?

most of the world is on dynamic IPs. chances are almost overwhelming that the banned players IP WILL change -
it is frustrating because rocket&company require "proof" to ban and it seems impossible to attain it. i am such a n00b i do not even know where to find any logs that may be generated... i would appreciate someone pointing me in the right direction
