How do I communicate with members F11 and above?

I'm unable to figure out how to communicate with team members F11 and above using the icons. What am I not getting? -
My copy of ARMA2 out of the box was 1.00 ... after I applied the patch, the High Command module of Boot Camp worked!

I have the same problem! the same commands that work in the Team module don't in High Command!
