Can you tell me how this is done?

Hi all, Searched for quite a while and haven't found the answer as of yet. Here goes: I am making a mission where I have traffic driving on the roads, in effect creating some ambience. All is fine I have it so they do what I ask, however when I pass them in a vehicle the silly civies get out of the car and they take a while before they get back in... Now I would like to make sure that these civilians stay in their vehicles and continue driving.. Any idea on how to make it work? (Tried linking them to a blue commander, which did not work; set their behaviour which doesn't seem to work. I am at a loss)
