Re-installed windows because i found out I had some other items screwed up and im still having the problem

When I start the game whether it be from the CD, start menu, exe file in program files, or from the desktop. The loading hour glass will show up then disappear. The 1o boxes for loading the game will not. But in End Process when you ctrl alt del the arma.exe is running as a process using 23000k. Nah, straight from Best Buy ;) Oh, one thing I forgot, I did have it on Steam first off, but before i installed the hard copy i have, i uninstalled the old Arma2, uninstalled Steam, then went through and deleted any remaining files that were left over

Yes, install Arma2, then 1.02 then 1.03

I have installed ArmA2 and everything runs fine if it isn't patched but as soon as I patch it, it will not start at all. It IS in the End Process list when you Crtl Alt Del. but I cannot end the process. I have tried reinstalling the game and installing patches from other sites. I even tried exchanging the game for another and still no good.
