i had the option at the start of the mission to build an aircraft factory but didn't really have enough cash. Now a looong time playing this mission i do not have the option to build one :( As for fuel and ammo, i can drive my vehicle up to the refuel/rearm point and it usually refuels automatically, to rearm i need to click and scroll the mouse to choose it. Also i can now refuel at the various gas stations scattered throughout the land by simply driving in and parking near the main large gas tank.
