Dont think so,i make small movies and i dont have big problems with LAG,i using FRPAS2-15FPS and Half-size,but 6sec.videos than have something about 10mb!so i import them to Macromadia flash,and export as Flash movie:) Sorry of my English )

Just use FotoCanvas that comes in ACDSee 5 pack and use 70% quality! Yes,or you can also do it in Photoshop Not really! Photoshop even low quality files are still pretty big! 5 quality on Photoshop is bigger than 80% in FotoCanvas! Hmm..i dont know,but look at this simple: Photoshop 9 quality- 27 kb preview: Photoshop 5 quality- 13 kb preview: Photoshop 3 quality- 11 kb preview: But the best is use 7 quality,it´s enough... BTW:Sorry of off topic
