There is no country in the world that would willingly enter into a nuclear exchange. The threat comes from nuclear terrorism which no "Missile Shield" can protect against.

A "missile shield" won't protect from an ICBM assault or from a suitcase bomb attack. It is an expensive waste, but it's Americas waste, so let them get on with it.

If your really interested in aspects of morallity, I suggest you read the works of Frederik Nietzsche. Morality was created by the masses to protect the timidity of the flock. Being immoral is almost always to the advantage of the perpetrator and to the detriment of society at large. Of course society would not function if we all acted purely in our own self-interest all of the time.
