the best thing you can do is if you start a mission on foot with a few soldiers under your command, and you wish your soldiers to enter a few vehicles before you make anyone mount a vehicle, get in to a vehicle yourself,preferebly a command position, followed by gunner or failing both move into a driver position, then they should always follow you,
