In this case, especially in European and Western Civilized societies, this holds true. The basis of cities and towns throughout most of the EU and US have been thoroughly planned in 'grid' systems with developmental considerations (i.e. housing considerations). Excellent point.
However, in areas like Colombia, El Salvador, and a large portion of South American countries, I've seen first hand the lack of 'city planning.' Zoning isn't as much of a issue as it is here in the states or over the pond, and individuals have far more freedom of building, with much less red tape regarding standards of living. Henceforth, a myriad of buildings, ranging from multi-story apartment buildings to low-income houses all in the same area.
In this European style island, USMC sniper is honest in saying the apartment/houses mix looks a bit out of place.
