This happened to me not ten minutes ago. However, I read through this article and decided the easiest way was to uninstall and reinstall, one and done. I hit Unsubscribe All Steam Workshop mods and Voila! I have no idea how but all of my mods are back and everything is fine. Somehow. I'm so confused.
