Upgraded RAM = No FPS Improvement

It's got nothing to do with Directx10 technically because the game doesn't use Directx10, only directx9, that said Windows XP and Windows Vista use different types of Directx9, hence why the -winxp switch often works for people 'cause it tells the game to use the xp directx9 (or at least the direct3d API) instead of the Vista one.

EDIT : I know that's what you were kinda pointing out in your post Rham, but seemed a bit vague so thought I'd rectify it a bit for those that didn't understand fully.

As far as the frame rate thing go's, under XP I get variable frame rates (25-50) depending on the amount of AI, area, etc, and it gets a little slow and noticeable under 28fps, but on Vista Fraps/Evga Precision both register 22 fps constant, but that runs as smooth as XP at about 40 fps, so my guess is that the Direct x API is reporting the wrong values to Fraps and Evga P.
