Ethnic Cleansing- Getting OPFOR to Target Civilians

I'm creating a scenario where a group of insurgents try to massacre a village. Is there a simple way to have the insurgent squads target civilians? I've searched the forums and didn't find anything obviously helpful.

east setfriend [civilian,0] together with civilian setfriend [east,0]

This has a side effect that the east side with guns will attack vehicles and objects placed on the map like chairs and tables etc. One other way is to give an addrating of -10000 to each civilian but this means west will target them as well.

Another way is to set a group leader for each civilian with a high rank and make him a west side. Then set the probability of presence to 0.
