Minimal working construction interface

I'm not that proficient with ARMA seeing as I just bought it today.

Could I trouble someone to come up with the absolute mininum to make a working construction interface, complete with eveything that the blue forces can build there, including the initial cash allotment and the abilty to ask for more cash though radio support?

I would like the actual steps, because that's how I best learn and I can modifiy it to what I need. Hopfully this'll give me a running start in making my own complex missions.

For note... I did about six different searches to look for a walk through, have looked at the wiki, and it has not been helpful as I'm not familar with ARMA 2's scripting syntax.
