Inconsistent "space bar scan" information

I was playing on a great 64 player PvP server last night, best PvP experience I've had yet. I have usually been on the coop servers pining away for great PvP and it seems like there are some good servers finally popping up with big numbers etc.

Last night, as I'm trying to get used to the differences that real human opponents make I ended up making quite a few teamkills, SURE that I was targetting an enemy.

This server did have the spacebar scan enabled and sometimes I was able to see the enemy clearly in red and friendlies in green. However, it only seemed to work about half the time. It failed to identify a friendly tank and another vehicle which I proceeded to kill (after trying to verify direction, who they were firing at etc, of course) and they were friendlies. Even facing an infantry soldier at one point without scan, about 30 yards away in the trees, I could see him and no green name came up, he was facing me and I shot him...another friendly kill.

Question is then, is there some quality or factor that is not apparent that determines if the scan works? Do I have to scan slower in multiplayer, is it a server setting or random?
