Help geting XML to work on windows server 2008

Im having issues geting xml to work on windows 2008. I heard that latist internet explorer blocks it on windows 2003 so im guessing its somethink to do with that. So far i disabled the Enhanced Security Config and windows firewall but still no luck. Anyone have any idears?
