That's right for english/american keyboards. However, on german keyboard it is '-' to start chat and altering channel is done with ',' and '.' . (I suppose on e/a keyboards you don't need SHIFT+'.' = '>' but '.' would be sufficient as well).

Generally, it will be the three keys next to the right SHIFT key.

And as additional information how to vote:

(some ded. servers don't support voting at all)

in global channel type:

#vote admin username

(vote a player for admin)

#vote kick username

(vote to kick a player)

#vote mission (mission name?)

(switch to next mission of server; not sure wether you can vote a specific mission if you give its name)

#vote missions

(get to mission selection screen (shows all available missions); each player can choose a mission, relative majority wins)

#vote reassign

(quit mission and restart it with new player assignment; do this if you have players waiting in pool)

#vote restart

(back to mission briefing with the same players)

As Admin you don't need the vote, eg #missions would do it. With version 1.30 there should be also some Readme files in your installation directory explaining all this in more detail.
