does anyone happen to know the muzzle velocity for the m119? i have had a look around the forums and wiki etc but i can't find it, and i don't know which pbo file its in either

It's in weapons.pbo. I think this is from the 1.07 2nd beta, 1.08 is very likely to be the same:
