Changing weapon/ammo from command position?

From the commander position in a tank, how do I order my gunner to change from his machine gun to the main gun, and how do I tell him to change ammo types? The tutorial said it works the same as when you're the gunner, but the "change weapon" binding doesn't do anything, and there's no option in the action menu about ammo type, just "turn out/in".

Hold down the "Commanding mode" key (default is spacebar) and then cycle through the main gunner's weapons, otherwise you'll be cycling through your own (commander's) weapons. To order your gunner to reload magazines, select the gunner and, now in the command menu, select 6. Actions, then a list of actions will be shown in the command menu and reload options will be among them.
