Setting up mission vote on player connect on dedi

For whatever reason, my squad's dedi isn't working properly. The config file otherwise works w/regards to the AI settings, such as stripping out crosshairs, voting threshold, and whatnot.

However, when a player who is not admin joins, no mission voting option shows up. voteMissionPlayers=1 is set in the config file, which as is my understanding means somebody should immediately get the voting screen if they connect and no mission is currently running.

Obviously, this does not, in fact, happen.
