Problems boarding boats in 1.40

Since installing 1.40, the AI troops have developed a fear of attempting to board boats, even in missions where it was working fine before.

looks like a new bug to me.

Yeah i get this, you tell soldiers to board a PBR or Russian boat, and all they do is run around like lunatics. Must get sea sick
