Guarding problem in 1.40

In v1.40 when I use waypoint "Guarding" (or how it is called in Eng/US version), the soldier goes to this waypoint and stops there. He never goes to next waypoint. I am sure, that in 1.30 it was all OK.

Maybe there are some AI bugs, but I am not sure, if it is caused by 1.40 or something else.

That's what the "GUARD" waypoint does; the group goes to the waypoint location and looks for something to guard (usually a trigger with type "Guarded by East/West/Resistance", or nearby friendlies under attack).
