New Vehicle question (PS5)

I'm curious if the upcoming update will introduce a new civilian helicopter that spawns freely around the map, accessible to players of all ranks. Currently, it's frustrating that helicopters are restricted to Sergeants, and even then, finding someone willing to spawn one for you can be difficult. I've only managed to fly one once in weeks of playing. I'd love to play as a helicopter pilot, offering taxi services to other players around the map.

Furthermore, it seems that a small group of players tend to monopolize helicopter use, making it difficult for others to get a chance to fly.
