Simple Chat Advert Script

Im a total novice with scripting and dev work,  especially when there isn't a lot of information on the specific task im trying to do. My delema, I want a simple script on my server that runs about every 30mins showing a Discord link in chat or inviting people to read the rules, I've spent days at this point trying to figure this out and found little to no info for something that I thought would be popular and already be an available mod. 

 

Any assistance pointing me in the right direction would be much appreciated, not really keen on learning Enforce Script from scratch just to do this one simple thing.
