Custom Controls Lock/Unlock not working (1 until 20)

Arma 3 lock/unlock set on custom controls from set 1 until 20 isn't working. With Infistar it all worked fine, but on this server it isn't loaded but it should work, is what admin has announced.

What should/could be the issue? Any comments are welcome.
