I found a solution for games that will not 'Resume'

Over at the Steam cummunity 'Nitrous' mentioned that if you do not have a 'continue.Arma3Save' file for a game that you can rename one of the other save files.

example:  this 'save2.Arma3Save' becomes this 'continue.Arma3Save'.

This renaming has worked so far for me ... knock on wood.
