Issue with all scroll wheel options w/ update 1.64

I have been working on a mission and have had no issues until this update. It just so happens that I was working on an end scenario with player score when I updated and this error started.  Have lost all addaction options with inventory on ammo boxes, ladders and all.  So I removed everything added since update and re-saved my mission in the editor and the problem is still happening. Validated local cache for arma 3 and arma 3 server. The only clue i can find in the server RPT is this

Found the issue:

It took awhile but here it is

in the Description.ext

when removed from file, mission works as expected
this removes player actions - inventory, doors, ladders
 
I do not believe that is intended.
