Shotgun as secondary weapon?

Ok, I've created a shotgun and I want it as secondary weapon. So I added

primary = 0;             //no, it's not a primary weapon(?)

in the config. Ingame, the weapon is mounted on the soldier's back (like a law), I can select it with the action menu, I can fire, but: The soldier refuses to hold the weapon in his hands! WHY?
