Access vehicle inventory from outside the vehicle.

I am working on a mod that has several vehicles that cannot access the vehicle's inventory from outside the vehicle and at least one vehicle that I have set the maximumLoad on, however, cannot access the vehicle's inventory from inside or outside the vehicle. I am looking for the specific cfgVehicle code that controls this. I would like to have the inventory of all vehicle within the mod to at least be accessible from outside the vehicle. Thanks in advance for any help I can get on this.
