Can't lock enemy vehicles on several servers

Hi,

I'm used to pilot jets and on several servers I can't lock enemy jets/helicopters/ground vehicles, while I have no problem locking them on other servers. Other players tell me they can lock. I can still lock allies vehicles but not enemy vehicles...

Does anyone have an idea of what's wrong?
