Single Player not getting radio chatter

I noticed when I started watching my buddy play single player on stream that I'm not getting any in game single player radio chatter between command and kerry... i tried with and without mods installed, and even restarted the mission and the game.. im on the mission "breaking even" ... not sure if its working with others, though i do remember previous ones having back and forth convo...

anyone know why this is happening/how to fix it?

And yes I have tried verifying game cache... still broken
