AI team members won't move - and how do I team switch back?

During scenarios some of my team members stop actioning my commands. I tell them to move, they say OK, but they stay put.

In order to help and see if I can manually move them myself, I have the ability to swap into one of my team members, but how do I switch back to the team leader??

Does the Team Leader out rank his soldiers? If not it often causes problems like this. As for switching between team members I'm not sure about that. I too would like to know.

When switching between team members I make sure the members of my team are all set as playable, then when I'm in game I press 'U' to bring up a menu and select which one I want to be.

Thanks for your replies. I should say this is in pre-built missions, not my own. So I don't know about ranks in that particular scenario.
