Creating an Arma 3 Server - Server not showing up

I followed the directions in this thread. http://forums.bistudio.com/showthread.php?147537-Tutorial-How-to-run-ArmA3-server-on-a-dedicated-server

I also have port forwarded ports 2302, 2303, 2305

here is my cmd line "C:\Steam\SteamApps\common\Arma 3\arma3.exe" -server -config=server.cfg -port=2302

here is my server config. What seems to be the problem? Also I can not post in the Arma 3 servers and admin section. Otherwise I would post there.
