Independents Only Throwing Grenades, Not Shooting Blufor

Hello,

I'm making a mission which is Blufor (Britain) vs Independents (Egypt).

In the editor I've set Independents friendly to no-one and I've tried the code "RESISTANCE setFriend [WEST, 0];". but for some reason they're acting very bizarrely. They seem to only throw grenades when I'm standing very close, they don't shoot at all. The only thing that has shot me is the Egyptian M113.

Does anyone have any ideas how to get the Independents shooting at me as if I'm an enemy, like most Blufor vs Opfor missions?

Other information:

It seems only groups of Egyptian troops won't shoot me, playing as Blufor, they only throw grenades but individual units and vehicles will shoot me.

I've checked if they have the right ammo for their weapons and they do. I've also tried setting their first waypoint to have the engagement mode of "Fire at will". No luck.
